Supporting Law Enforcement During Planned Protest Action

During June, three planned protest marches took place within the Hermanus Special Rating Area.

HPP worked in close coordination with the South African Police Service (SAPS), Overstrand Law Enforcement, Traffic Services and other emergency service partners to support the safe management of these events.

All marches were peaceful in nature, and participants complied with instructions from law enforcement and traffic authorities. The successful management of these events reflected strong inter-agency coordination and effective operational planning.

HPP supported the multi-agency response by:

  • Monitoring activity through the HPP Control Centre
  • Maintaining continuous communication with law enforcement agencies throughout each event
  • Assisting with traffic observations and reporting where required
  • Providing real-time situational awareness to support coordinated operational decision-making

 

The coordinated approach ensured that public safety was maintained throughout all three marches, with no significant incidents reported within the HSRA.

Visible Patrols and CCTV Lead to Multiple Arrests

HPP personnel assisted the South African Police Service (SAPS) in a number of successful arrests during June through proactive patrols, CCTV monitoring and coordinated operational responses.

While conducting routine patrols in Voëlklip, an HPP patrol officer became suspicious of a man pushing a bicycle with a flat tyre. Further enquiries led officers to a nearby construction site where it was confirmed that the bicycle had been stolen. The suspect was arrested and handed over to SAPS.

In another incident, HPP CCTV operators observed a group of four suspicious individuals in Zwelihle during the early hours of the morning. Continuous monitoring revealed the group robbing pedestrians. Responding SAPS members, guided by live information from the HPP Control Room, intercepted the suspects, resulting in one arrest for robbery.

Routine patrols also led to the arrest of two suspects found in possession of suspected stolen copper. When questioned, the men provided conflicting explanations regarding the origin of the material, and subsequent enquiries confirmed that it had been unlawfully obtained. Both suspects were arrested by SAPS.

In a separate early morning incident, HPP patrol officers intercepted two men pushing a trolley who fled when approached. Through close coordination between patrol officers and CCTV operators, both suspects were located and apprehended. A subsequent search uncovered a container of diesel, which the suspects admitted had been stolen from a vehicle in the New Harbour. Both were arrested for theft.

These incidents demonstrate the value of visible patrols, proactive CCTV monitoring and strong cooperation between HPP, Overstrand Law Enforcement and SAPS in preventing crime and bringing offenders before the courts. HPP also acknowledges the vigilance of residents and businesses who continue to report suspicious activity, contributing to a safer Hermanus.

Working Together to Reduce Shoplifting

Retail theft remains a challenge for businesses of all sizes. Offenders commonly operate in pairs or organised groups, using distraction, concealment, grab-and-run tactics and busy trading periods to facilitate theft.

During June, HPP assisted with several shoplifting incidents in the Hermanus CBD.

Following reports from retailers, HPP CCTV operators quickly identified suspects and directed patrol officers to their locations. In one incident, two suspects who had stolen clothing were detained nearby and arrested by SAPS. In another, two young suspects who stole clothing valued at approximately R4,120 were located separately by CCTV operators, detained by HPP patrol officers and positively identified by the complainant before being handed over to SAPS.

HPP also assisted in an incident involving five juveniles who stole merchandise from a CBD retailer. One suspect was apprehended immediately by Law Enforcement, while HPP CCTV operators tracked the remaining suspects and directed patrol officers to their location. Although the stolen property was recovered, the complainant declined to pursue criminal charges and the juveniles were returned to their parents.

These incidents highlight the value of rapid reporting, effective CCTV monitoring and coordinated action between businesses, HPP, Overstrand Law Enforcement and SAPS. While HPP and its law enforcement partners respond swiftly to incidents, retailers also play a vital role in preventing theft through proactive loss-prevention measures, vigilant staff and prompt reporting.

Businesses can reduce opportunities for theft by:

  • Ensuring staff remain attentive and acknowledge customers entering the store.
  • Keeping high-value or frequently stolen items within clear sight of staff or in secured displays.
  • Maintaining good visibility by avoiding cluttered aisles and obstructed sightlines.
  • Ensuring CCTV systems are operational and recording.
  • Reporting suspicious behaviour promptly rather than waiting until an offence occurs.
  • Contacting the HPP Control Room immediately when theft or suspicious activity is observed, providing a clear description of the suspect(s) and their direction of travel where possible.

 

A vigilant business community, supported by prompt reporting and coordinated responses, remains one of the most effective deterrents to retail crime.
